I am at long last trying to figure out how to wrangle my phone lines
along the wall in a nice, clean way, so that I don't trip over them
everytime I walk within 50 yard of the fax, computer, or regular
telephone.
The dual jack for these lines is in a CLOSET! I would like to take off
the baseboard and run the wires behind, but the molding seems to be
made up of several different parts. Will they fit back together with
simple tools? How do I get the thing off and back without my landlord
detecting the work?

Jill, I can't recommend to you enough not to remove the baseboards. Especially since you just added yet another layer of paint to the already multiple-paint-layered wood. To remove and replace the wood and hide it from your landlord, you would have to strip all the paint. The many pieces would never fit back together otherwise. It would be a disaster.
What I have done to solve this very problem in my own place is to drill right through the baseboard. I bought a very long drill bit and in combination with wire hangers, I fished all my wires into the walls. And I drilled another set of holes where I wanted the wires to come out. If you live on the first floor you can drill through the floor. There is an entire cobweb of telephone wires in my basement, but only direct lines to my jacks in my apartment. I figure I can always fill these holes before I move out.
